In order to accelerate the energy transformation, the Policy List of "Promoting Economic Consolidation and Sound Development and Accelerating Green, Low-carbon and High-quality Development" (the first batch) in 2024 (hereinafter referred to as the Policy List) continues to make efforts to promote the large-scale and localized development of new energy, supporting the development of nuclear energy, offshore photovoltaic, geothermal energy, and new energy storage. Take out "real money" to improve the level of new energy supply and absorption capacity.
Since last year, Shandong has taken the construction of a green, low-carbon and high-quality development pilot zone as a general starting point, optimizing the energy structure, improving energy utilization efficiency, and building a clean, low-carbon, safe and efficient energy system. In 2023, Shandong added more than 19 million kilowatts of new energy installed capacity, reaching a record high, and the installed capacity exceeded 93 million kilowatts, accounting for 44.4% of the total installed power capacity. Among them, photovoltaic power generation, new energy storage installed capacity ranks first in the country, and offshore wind power installed capacity ranks third in the country.
Offshore photovoltaic power generation has high efficiency, does not occupy land resources, and has great development potential, but the development and construction cost is high. How to break this bottleneck? "Around this issue, we increase policy breakthroughs, optimize the project energy storage configuration, speed up project construction, for the completion of grid-connected offshore photovoltaic projects by the end of 2025, free from the configuration of energy storage facilities, is expected to increase the project yield of about 2 percentage points, stimulate the enthusiasm of enterprises to invest, and promote the project with conditions to start early, early completion." According to Tian Weijun, director of the New energy and renewable energy Department of the Provincial Energy Bureau, for those connected to the grid after 2025, in principle, energy storage facilities can be configured in accordance with a ratio of not less than 20% and 2 hours, and energy storage can be allocated, new or leased independent energy storage, hydrogen production and other ways, which can be preferentially incorporated into the provincial new energy storage project library. Further stabilize development expectations and promote the steady and healthy development of the industry.
In October 2023, our province issued guidelines on accelerating the development and utilization of geothermal energy, proposing to build a regional development layout of "one base and two demonstrations" to accelerate the development and utilization of geothermal energy. The "Policy List" proposes to promote the construction of mid-deep geothermal energy demonstration projects, screen 100 medium-deep geothermal Wells with construction standards, advanced technology and remarkable demonstration effects, and give up to 1 million yuan to each well in accordance with the principle of "build first and then supplement". "In terms of shallow geothermal energy, for the use of buried pipe ground source heat pump technology, heating (cooling) area of more than 10,000 square meters, in line with green building standards for new urban and rural residential residential shallow geothermal energy projects, into the provincial shallow geothermal energy key project library, according to the relevant procedures to implement residential electricity prices, effectively reduce project operating costs." Tian Weijun said.
The Chengshan 200MW/400MWh shared energy storage project in Rongcheng City is currently under construction. The "Policy List" proposes that for independent energy storage demonstration projects and long-term energy storage projects listed as pilots, the capacity compensation cost of participating in the power market is temporarily implemented according to 2 times the monthly available capacity compensation standard in the power market rules.
